4. Newspapers and Magazines to be Registered:

(1) A person who desires to publish any of the following newspapers and magazines pursuant to Section 7 of the Act shall submit an application in a format  as referred to in Schedule-4 to the Local Authority along with the
following fees:-
(a) For daily newspapers Rs. 1000/-
(b) For half-weekly newspapers Rs. 700/-
(c) For weekly newspapers Rs. 500/-
(d) For half monthly newspapers Rs. 300/-
(e) For monthly and other newspapers Rs. 200/-
(f) For other newspapers and magazines Rs. 200/-
(2) Upon receiving an application pursuant to Sub-Rule (1), the Local Authority shall issue a temporary certificate to publish the newspapers and magazines to the applicant in a format as referred to in Schedule-5.
(3) Upon receiving an approval to issue a permanent certificate for publication of newspapers and magazines by the Press Registrar pursuant to Sub-section (4) of Section 7 of the Act, the Local Authority shall issue a permanent certificate to publish the newspapers and magazines to the applicant in a format as referred to in Schedule-6.

(4) The Local Authority shall maintain details of record in the Newspapers and Magazines Registered Book as referred to in Schedule 7 upon issuing the certificate pursuant to Sub-rule (3).
(5) If someone submits an application pursuant to Sub-rule (1) for the registration of newspaper and magazine which does not require to be registered pursuant to the proviso of Section 7 of the Act, the Local Authority shall also register such newspaper and magazine. Provided that;
(a) The fee required to pay pursuant to Sub-rule (1) shall not be charged to the newspapers and magazines registered in this manner.
(b) The provisions relating the qualifications of Rule 15 shall not be applicable to the editor of the newspaper and magazine registered in this manner.
