9. Committees or sub-committees may be formed:

(1) The commission may form committees or sub-committees as may be necessary for carrying out any function that it has to carryout pursuant to this Act or Rules framed under this Act.

(2) Functions, duties, powers and procedures of the committees or sub-committees to be formed pursuant to Sub-section (1) shall be as prescribed by the commission.
